The aging population in Hong Kong means rising demand for healthcare products and services. Over the past years, there seemed to be a growing imbalance between the public and private sectors, with public hospitals handling 88% in-patient cases in the city.1 Meanwhile, the waiting time to see a public hospital specialist ranges from 1 to 2 years,2 and spending on public healthcare rose from $32 billion in 2007 to $52 billion in 2014.3
Government takes action
In order to relieve the public health sector of such pressure and to ensure that the quality of services in public hospitals would not be compromised, the government introduced the Voluntary Health Insurance Scheme (VHIS).1
By ensuring quality, accessibility and transparency of hospital insurance, the government aims to encourage public confidence in private healthcare services where patients enjoy the freedom to choose their own doctor.4
